Houck Creek Channel Rehabilitation and Livestock Exclusion, JCCD Project #2025.07 Bid Packet
JEFFERSON COUNTY CONSERVATION DISTRICT (JCCD) is requesting bids from qualified parties to assist with restoration efforts on Houck Creek in Jefferson County, Washington through the implementation of instream habitat restoration, riparian buffer planting, and livestock exclusion fence. The project includes debris removal, construction of six post-assisted log structures (PALS) and six deformable grade controls (DGCs) to raise the channel bed, reduce incision, and mimic natural wood accumulations in this seasonally flowing channel. DGCs consist of trenches of organic material installed perpendicular to flow and are intentionally nonstatic, allowing gradual adjustment to hydraulic forces. Riparian fencing and native plantings will be installed along the bank and adjacent uplands to establish a 25ft livestock exclusion buffer along both sides of the restored channel. This exclusion, combined with a 10ft extension to the 48in culvert at Uncus Rd. designed as a dedicated livestock crossing, will fully exclude livestock from the stream channel. A shallow swale will be constructed to hydraulically reconnect Houck Creek to the Salmon Creek Tributary. Construction of PALS and DGCs will follow the Engineering plans. Riparian fence and planting will be implemented following NRCS conservation practice standards 382 (fence) and 422 (hedgerow planting). The project is located on private property at the parcel east of 922 W Uncas Rd. in Port Townsend, WA.
As detailed in the Engineering Plans, the planned work will require erosion and sediment control measures.
The construction of the PALS and DGCs will occur at or below the ordinary high-water mark (OHWM) and must be completed within the permitted in-water work window defined by the Washington Department of Fish and Wildlife’s (WDFW) project Hydraulic Project Approval (HPA) permit. All work must be completed in compliance with the HPA and, all work at or below the OHWM must occur between July 16, 2026, and October 31, 2026. All Work must be substantially complete by May 30, 2027. This is a public works contract requiring payment of prevailing wages in accordance with Washington State laws.
BIDS will be received for the Houck Creek Channel Rehabilitation and Livestock Exclusion Project until August 31, 2026 at 10:00 A.M., at which time they will be publicly opened and read at the Jefferson County Conservation District office located at 205c W Patison, Port Hadlock, WA 98339. A mandatory job show will be held on August 14, 2026 at 11:00 A.M., meeting at W Uncas Rd, parking along the road near 922 W Uncas Rd. Attendance at the job show is mandatory for bid submission. Bidders may submit questions by way of email to Andy Sorter at asorter@masoncd.org. All questions must be submitted by email prior to 5 P.M. on August 20, 2026. All responses will be published on http://bxwa.com by the end of day, August 26, 2026.

The project includes construction of ten post-assisted log structures (PALS), planting a 50-ft riparian forest buffer, and installation of livestock exclusion fencing. Construction of PALS will follow the Engineering plans. Riparian fence and planting will be implemented following NRCS conservation practice standards 382 (fence) and 422 (hedgerow planting). The project is located on private property at 193 McInnis Rd in Quilcene, WA.
